Cuba has confirmed it is in communication with the United States, even as political tensions rise following new warnings from U.S. President Donald Trump regarding potential measures to block oil supplies reaching the island. A senior Cuban diplomat disclosed that messages have been exchanged through diplomatic channels, indicating the first acknowledged contact between Havana and Washington in recent months.
Carlos Fernández de Cossío, Cuba’s deputy foreign minister, explained that the communication remains limited and cannot yet be described as formal negotiations. According to him, both countries maintain embassies and established channels, allowing periodic exchanges of information and positions. However, he emphasized that these contacts have not advanced into structured talks.
Havana Says It Is Ready to Talk
Despite strained relations, Cuban authorities signaled a willingness to engage in serious discussions. Fernández de Cossío said the United States has been informed that Cuba is prepared for a “meaningful and responsible” dialogue. Cuban officials believe that if direct talks are established, they could eventually lead to broader negotiations addressing economic and political concerns.
He clarified that while communication exists, no official negotiation table has been set. “We have had exchanges of messages and communication, but we cannot say a real dialogue has begun,” he noted. The statement reflects Havana’s attempt to project openness while maintaining its stance against external pressure.
Trump’s Threats Raise Stakes
The disclosure came as Trump increased pressure on the Cuban government, warning of actions targeting the country’s access to oil. Washington has accused Havana of supporting regional allies opposed to U.S. policies, particularly Venezuela. The threat of oil restrictions has raised concerns because Cuba relies heavily on imported fuel to sustain electricity generation and transportation networks.
Analysts say restricting oil supplies would significantly strain Cuba’s already fragile economy. Power shortages and fuel scarcity have historically triggered public hardship and social tension on the island, making energy security a critical political issue.
